gaurav-nelson/github-action-markdown-link-checkaction reference fromv1.0.15to1.0.17in two locations within the workflow file - Removed the 'v' prefix to align with the upstream repository's tag naming convention

The Link Check workflow was failing because it referenced a non-existent action version
